Opportunity Information: Apply for APS 2025 01
The Annual Program Statement UAE 2025 (Funding Opportunity Number APS 2025 01) is a discretionary U.S. government grant opportunity run by the U.S. Mission to the United Arab Emirates. Funding is expected to be provided through cooperative agreements, meaning awardees should anticipate active coordination with the U.S. Mission during design and implementation rather than operating entirely independently. The program invites proposals that deepen people-to-people ties and highlight U.S. strengths in ways that resonate in the UAE, with a clear emphasis on visible public engagement, partnerships, and measurable outcomes.
The opportunity is organized around three main program areas. The first supports initiatives celebrating the 250th anniversary of American independence in 2026. The Mission is looking for a year of programming that showcases American excellence, innovation, dynamism, and distinctive cultural elements while also underscoring the depth and breadth of the U.S.-UAE partnership. Competitive proposals in this area would plan activities across all seven emirates over the course of 2026, though smaller proposals focused on one or two emirates may be considered. The content focus is intentionally broad but anchored in priority themes such as frontier technologies (including AI, space, and cybersecurity), commercial partnerships (including highlighting U.S. companies and pathways for UAE investment into the United States), and regional security cooperation. Suggested formats include public events, collaborative projects, workshops, conferences, speaker series, and performances, either as standalone initiatives or tied to major UAE trade shows, festivals, or other public gatherings where audiences are already convened.
The second program area aims to expand U.S.-UAE cooperation in space exploration while spotlighting U.S. leadership, technological advancement, and innovation. The Mission is specifically interested in practical, youth- and early-career-oriented engagement such as space camps hosted in the UAE and/or the United States, virtual hackathons (including those that connect AI to space-related problem solving or sector-specific applications), workshops and seminars on space sciences, structured private-sector engagement, and joint research initiatives linking U.S. and UAE universities or relevant entities. Target participants are university students and young professionals from both countries, with the goal of building durable collaborative relationships, skills, and institutional linkages rather than one-off exposure.
The third program area focuses on prosperity and market linkages by leveraging alumni networks from U.S. government funded entrepreneurship programs, especially the Academy for Women Entrepreneurs (AWE) and Junior Achievement INJAZ UAE. The intent is to help these alumni strengthen their trade and investment readiness and build real connections to U.S. markets, ultimately increasing opportunities for cross-border business, partnerships, and investment between the UAE and the United States. Proposed activities can include training workshops, curated networking events, mentorship and advisory support, pitch competitions, and larger convenings such as an entrepreneurship summit. Participants may include UAE and regional alumni from these USG-backed programs as well as emerging entrepreneurs from the United States, reinforcing two-way exchange and commercial relationship building.
Across all three program areas, proposals are expected to include a clear and concrete American component. This requirement is not meant to be symbolic; it should meaningfully convey U.S. culture, history, excellence, innovation, or scientific and technological expertise in a way that strengthens connections between people in the UAE and the United States. Applicants should also budget realistically for the full cost of delivery, including travel (where relevant), event production and venue costs, speaker or facilitator needs, participant engagement expenses, and related operational items. In addition, each proposal must include a comprehensive monitoring and evaluation plan, with regular review points and data analysis, showing how results will be tracked, learned from, and reported over the life of the project.
Eligibility is limited to not-for-profit organizations (including think tanks and civil society or nongovernmental organizations) and public or private educational institutions. A key compliance rule is that organizations may submit only one proposal per program area; if an organization submits multiple proposals within the same program area, all submissions from that organization in that area will be deemed ineligible. The application deadline listed is August 18, 2025. The award ceiling is $200,000 per award, and the Mission anticipates making about eight awards in total under this announcement (CFDA 19.040).Apply for APS 2025 01
